Paul Ballonoff worked for five years each on the staff of two US state public utility commissions (Kansas and Illinois) from 1980 to 1990, operated Ballonoff Consulting Services from 1990, including with the law firm Hunton and Williams for their project in Ukraine in 2000 -2003. He joined Deloitte Consulting in 2007 and retired from them in June 2013.
Internationally, he has been a USAID Chief of Party in Ukraine advising the Ministry of Energy, Ukraine’ GNERC energy regulator, their parliament (Rada) committee on energy, and the market regulator Energy market; he has had other similar tasks as advisor or project manager for USAID, the World Bank or other international regulatory bodies, ministries, market participants and international agencies, from the 1990s until 2017. He has developed mathematical models of wholesale energy market operations for analysis of local, national, and regional energy markets, and analyzed international and national systems of petroleum products operations and pricing. Since 1974 Paul Ballonoff offers original articles and books on the mathematics of cultural evolution.
